Prime Minister Justin Trudeau stated again Friday that he asked for a review of giving WE Charity the contract for the Canada Student Service Grant after red flags were raised.Trudeau was following a line that he had put forward at committee on Thursday, that his own close ties to the charity made him reconsider the deal.“Those red flags that I saw prompted me to say, okay, let’s slow it down, let’s do some additional checks and make sure that this is, in fact, the only organization that can deliver this kind of program,” Trudeau said.That claim goes directly against previous testimony including what Ian Shugart, the clerk of the privy council and Canada’s top public servant, told the committee last week. Shugart said the idea of a conflict for the Prime Minister was never raised.“Every issue of conflict of interest or its appearance has its own unique context. In this case, the issue was not raised,” Shugart said, “and I wouldn’t say that in the contribution agreement or in the cabinet procedures that we went through there was any particular provision for flagging conflict of interest.”Pressed during his Friday news conference on whether he had done extra due diligence on the deal due to a potential conflict of interest, Trudeau admitted that was not the reason.“The due diligence I pushed on was in order to make sure that this was indeed the right program, the only program able to, only way to be able to move forward with the program,” Trudeau said.Despite saying he saw “red flags” on the deal, Trudeau did not recuse himself from the cabinet decision to award the contract.Trudeau is being investigated by the ethics commissioner on whether he broke the conflict of interest act for a third time by awarding a contract to a charity with close family ties.
